The Minister of State for Labor and Employment, Festus Keyamo on Thursday, explained how the beneficiaries will be selected for the federal government’s 774,000 job slots across the country.

The remarks were made during a press briefing on the "Extended Special Public Works Program" recently approved by President Muhammad Buhari to consider the effects of coronavirus (COVID-19) on the citizen.

The federal government announced that 1,000 beneficiaries will be selected each from the 774 local government in the country . The government also approved N60 billion for program allowances and operational costs.

Speaking during a briefing at the Federal Secretariat in Abuja, Keyamo said the program would "modest stipends for itinerant workers to undertake roads rehabilitation and social housing construction, urban and rural sanitation, health extension and other critical services.”

He said the program would be jointly implemented by the National Directorate of Employment (NDE) and other federal ministries.

Keyamo said special inter-ministerial committee has been inugurated in April and had identified more than 3,000 projects in his respective ministries that would require the intervention of those involved.

The minister added that to ensure transparency of the program, he has formed 12-member committees in each state of the country which will select the beneficiaries and also identify the projects to be implemented in the country’s 774 local government.

He said, “I believe that the selection of beneficiaries and projects should be a local matter and not from a room in Abuja".

"... All the members of the State Selection Committees shall not be persons holding any official position in the registered political parties."

Keyamo added, "However, we dotake into account the fact that political appointees are also representatives of the people. We cannot ignore them even in the selection process. We are only trying to prevent the process from being hijacked to serve some of our political interests.

"As a result and due to the need to be honest with Nigerians, state selection committees will be instructed to allocate political appointees such as our esteemed senators, honorary members, ministers and governors, not more than ten per cent of the total. Total beneficiaries in the state. This is to ensure that most Nigerians who are not associated with political divisions actually benefit significantly from this program.

"I am also pleased to inform you that the President has approved the use of selected banks for registration and storage of beneficiary data for the purpose of bringing transparency and accountability in the process. The beneficiaries will open accounts for all the beneficiaries and receive BVN for those without accounts in the process. As a result, all payments will be made directly from CBN to the beneficiary's account. Banks will simultaneously register participants for a special works program. ”
